I'm trying to make TiB2 powders using sol-gel methods with TTIP and isopropanol alcohol as precursor for Ti source. From my analysis, I'm getting significant TiO2 phases. How can I avoid this problem.

Synthesis of TiB2 powders using sol-gel method require using source for Ti and source for B. In your question there are no mention for the source that generating B in your recipe. Please go through the attached link and follow the review article "Sol-gel synthesis and characterization of mesoporous TiB2 nano powder via Titanium isopropoxide /trimethyl borate precursors" by Zahra Mahmoudi and et al,. Hope, this be useful to get the goal of TiB2 synthesis and no TiO2 . Best Regards..
