The two best ways to ensure the legitimacy of journals are to look at impact factor (if the journal is over four-five years old) or to look for journals that are the archival journals of legitimate professional organizations or associations. These days I have found that even looking at the members of the Editorial Board doesn't always work...I know of a number of incidents where professionals' names were used without their knowledge or permission.
