There should be a Medical and Dental Regulatory Body or Council that should provide you with the basic data on Government Dental clinics and registered dentists and complimentary staff within the country.
The Director of Dental Services at the Health Ministry could provide you with the data on budgetary allocations etc
Private Dental Clinics are also registered businesses that are monitored by the the Registrar General's Dept of the country where you could retrieve the necessary information on their locations and numbers within your country.
