How can deactivate electrochemical active sites of carbon electrodes?

I want modification surface of SPE carbon electrode with nanoparticles and deactivate remained electrochemical active sites of surface. There is any polymer or organic molecule for this purpose?

If you simply add Nafion polymer on the surface, you can see that there is no any signal on gold SPEs, it blocks the surface. But if you add e.g. carbon nanotubes there is connection and signal again. I don't know if this can be of help, you work with carbon SPEs and nanoparticles (R. García-González, M.T.
