You can try using the Dicom Tools. It also comes as ImageJ (FiJI plugin). Matlab may bbe another option

What format are they in now? If you have MATLAB, ReadData3D is a nice tool for reading medical images.

You can use any of the tools that have been recommended colleagues.
But should think as the primary image you have.
Are these images in standard formats windows (JPG, TIF, GIF, etc)?
Or do you want to copy an article and covertirla to DICOM?
The procedure is different. Enlighten a little more and give more help.
If ustede are familiar with matlab I have matlab code available to save images in dicom.

Unfortunately , it is impossible to convert for DICOM images, you must get the images from the original source. My advice is try to contact with the authors of interested article ,may can you get the images.
I have some mice skull images in microCT scanner ( VIva CT 40) in other lab. How do i can get images data from machine and convert to Dicom. We need to send these dicom to other collaborator.
