We are having a challenge at a national and European scale on this issue. Does anybody have work or have conceptual ideas on what should be done and potential challenges and opportunities?
We are challenged in Australia with aligning these communities do thought. In recent years the former Cooperative Research Centre for Bushfire has been integrated into the Bushfire and Natural Hazards CRC (www.bnhcrc.com) and many of the reserch projects are considerate of climate change. I find that the Australian challenge is now in mainstreaming disaster mitigation measures as an integral part of the sustainability approach (e.g. window selection for energy efficiency and to withstand bushfire).
Empirical assessment of climate change adaptation and disaster risk management at household level may provide the solution. We may try to identify the critical characteristics or parameter of the community, which leads for adaptation and risk management through quantifying the relationship based on regression analysis and then use of meta analysis.
I believe this must occur at the policy and development level. There is more than enough written on this subject of integration. My experience, however, is that silos dictate and government entities believe that these two concepts are unique.
We have similar issues in Southern Africa:
