0= healthy, 1& 2= gingivitis, 3&4 Periodontitis. Is it correct?

I have seen conflict among clinicians who suggest 0,1,2 as healthy and the reason behind it is that normal pocket depth is 1-3mm. According to British society of Periodontology 0, 1, 2 is classified as pocket less than 3.5mm.

What is your opinion on this?
