Your question is extremely general, so I'll start with a general answer. Yes, it is possible to manage protected forests and to use the timber in them. It depends on the reason, why they are protected. E.g. in Switzerland we have a lot of protection forests (against natural hazards). These are managed in a way that they provide the best protection, so focus is on structure, contuinuous forest cover, minimal stem density, sustainable regeneration etc. But the wood which comes out of the forest through these management operations is used and sold.

If the protection reason is to protect the forest itself (so that it is not plundered), then a sustainable management regime could be applied (as is done in many parts of Europe and elswhere). In Switzerland, e.g. it is not allowed to chop more wood than the forest is able to grow. So one calculates growth and yield of a forest plot for, lets say, 10yrs and that is the amount of wood you are allowed to take out every decade (you only use the "overhead", so to say). This wood usually is a result of management practices that at the same time treat the stand, initiate regeneration etc. In Switzerland it is not allowed to do clearcuts, so forest management is pretty small scale, but thanks to that very sustainable in terms of continuous forest cover etc. So it really depends on the protection goal - if you can keep the goal (or even enhance it) through timber harvesting, than you can use the timber AND have a protected forest.

If this is the direction your question is going, there is a lot of literature on sustainable forest management and the management of protection forests from Switzerland, Germany and France. However, as soon as you let people manage "protected forests", you have to have a good control regime (especially in the beginning), making sure that the management guidelines and harvest plans are strictly followed...

First of all you have to define which are the major conservative or protective measures. Once you have done this you should get In depth evaluation of your forest capital and how you can use such natural resource in the best available way. This means to gather data for stakeholders interest, influence and more, then you should do a cost benefit analyses if alternatives of conservation and protection worth to be implemented , that is they provide more income than current approaches and should be approved but in a sense of managing the forest trans disciplinary and  in order to provide amenities for the common good.    Sustainable appropriation of forest ecosystems that are bound from protective measures or conservative actions must be dealt with scientific consensus, participatory mechanisms, holistic systematic approaches that taking  care of the local tribes or  parallel stakeholders, in order everybody gains the share of his actions, delivers consent and conflicts resolution, so as the forest gets its right to be sustained but also humans and non humans species take the right to get their share for a sustainable forest economy at a local level and for the generations to come. ForestAction Nepal, I admire the way you're thinking. I will do well to share with you some details of forest management in economical benefits for citizens. Some of the few ways you could utilize forest reserve could be sustainable species harvest. An ecological survey/sampling could be done for harvesting most abundant species. Such spp, should be economically worthy to generate enough income. Since most citizens do not solely value ecological importance of forest protection- fresh air, carbon sequestration, biodiversity, species distribution and abundance,etc. , other benefits they can get could arise from species richness of neighbouring ecosystems which probably the community can harvest from.

Sustainable forest managment is a real problem. As Caroline said, there are a lot of literatures on sustainable forest management and the management of protection forests from Europe, such as Switzerland, Germany and France. Especially, near-to-nature forest magament is very popular in Europe, and has been introduced to China. A commonly used  management regime is called "target tree" approach, it means, only when the  target trees have had growing to expected diameter, theg could be allowed to be removed away from the forests. In this way, the forests not only have ecological values such as carbon sequestration, biodiversity convervation, water and soli protection, but also provide sustainable timber production. If you can quantify the ecological values and economic benefits, than you may use methematical programming method to optimaze the total value of a forest stand.

As we have seen from the discussion, a protection or conservation oriented forest can be scientifically managed using the concept of sustainable forest management. Modern operational planning tools, logging instruments & facilities etc along with judicial way of harvesting can help in realizing tangible benefits along with intangible ones in a sustainable manner . Here objective of management operation will be to harvest what is realizable with out adversely affecting the forest ecosystem. Combined use of technology, field knowledge with definite objective of management provide facilities for management of the forest for various goods and services in a sustainable manner.
