1.- You can have a look at the mappings (for many languages) in http://mappings.dbpedia.org (clic on any language on the left side of the page). Those mappings can be viewed by everybody, but only can be edited by privileged members of the DBpedia community.

2.- I ma not sure about understanding your question. The Spanish DBpedia comes from the Spanish Wikipedia + Spanish mappings. We do not use Spotlight.

3.- Well, this is a long story depending on the language and the usage. The easy case is when your language (name it xx) is one of the languages covered by DBpedia. There are 130 languages covered today (June'18). For each of these languages you can download the RDF generated by the extractors. The last extraction was in November 2016 (DBpedia "official" version 10-2016) and can be accessed here: http://downloads.dbpedia.org/2016-10/core-i18n/

A further step is to provide a site xx.dbpedia.org for your language. This implies to get the RDF data (using the "official" version if available or by running the extractors by your own), create an SPARQL endpoint (you will need a triple store like Virtuoso) and to provide a visualizer for the data (like Pubby) to get a "5 star" dataset.
