Im keen on clarifying the following series of questions as different scholars have different views in this regard. 

(1) For an author, is it possible (as well as ethical) to re-publish a conference article in another journal as some conferences are not publishing the paper at all in a journal or sometimes they might publish few selected papers in affiliated journal/s ?.

(In fact mostly, conference hosting party simple ended up either giving a printed conference proceeding to an author or publish it in the conference website.)

(2) If an author is heading to publish such conference paper in a journal;

could that author publish such article as it was in the conference submission?, or does he/she need to do changes (either minor changes or major changes) to it?, if so, what kind of changes?

and does he/she need to get the permission from the conference hosted party to re-publish it in a journal?

(3) Are indexed journals willing to accept re-publication of a conference article?
