You can try to go at International Rice Research Institute (IRRI), based in Los Banos, Philippines and do part of your research work in state of the art GAMMA lab. they have this facility and can teach you. in fact you can go their for some internship also.check out training center webpage at www.irri.org
If you live in Moscow and have no experience at all, I would suggest visiting a 2-week course in Moscow first (Central Research Institute for Epidemiology).
PCR and Sequencing are only two tools but not the science, so i would rathar think it will be better to choose for higher study in abroad than these techniques will involve

I agree with Rupam, PCR and sequencing are just techniques. Pick up any textbook or even "google" the topics and you can read about the topics but to apply these techniques to a particular study, it is a different story. I find it is through trial and error in the scientific process of investigation that you really learn the technique while addressing a question. Why not kill two birds with one stone? I would chose a lab that heavily uses and relies on these two techniques if you really wish to learn.
