From the pic, there is more humidity Bcs I am seeing alge is there and this maybe Bcs of root rot, some wilting, and some nutrients deficiency, at last you will be the only one can know Bcs plant its looks under stress that's why leaves are curling so many reasons can cause this problem
As a plant pathologist, I can't answer from that photograph. Can you ask a nearby plant pathologist to look at one of your plants? He or she will probably be able to answer your question in a few days. What fungicides did you try? Most fungicides won't work for damping off (for instance). A good plant pathologist will also know what abiotic factors could be the cause: humidity, pesticide drift, build-up of ethelene, etc.
Agree with Anita Puyam your symptoms are reminding me of Pythium Your medium looks to have too little drainage. Try using about 50% sand with your potting medium that can work. There are also some fungicides which can be useful.
Extreme moisture. It's possible that the entire substrate you've got is seriously compromised. I would recommend a new substrate preparation, in a 50-50 proportion of sand and bovine manure. Works fine with several fruit species in my nursery. Watch out for the irrigation frequency and amount.
I agree with the observation of Vladimir de Sales Nunes the use of sand and well rotted manure will be very effective in giving better drainage and providing a probiotic nutrient rich medium. Trichoderma supplement can be useful and do not over water. I would suggest a peat pot so transplant shock can be alleviated. Papayas are best planted on mounds and the use of liming can be recommended for acid soils.
