Theoretically, yes. Hemagglutination is the activity of causing RBCs to agglutinate or clumps by the haemagglutinin glyco-protein found on the envelope of many viruses either as a single viral protein as in Influenza viruses or as is hemagglutinin-neuraminidase in case of paramyxoviruses. Therefore, separated virus envelopes, if not heat-treated or modified can result in hemagglutination of RBCs (of certain animal species). The same activity can be expressed even if you use purified recombinant hemagglutinin commercially available nowadays.
