I would suggest to ask every questions, first with which one they prefer from both options, if they consider equally they will choose "1" and then ask degree of preference with scoring in linear level of preference from "2 to 9". In this way you can easily collect responses in google form and then you have to arrange in reproduced excel sheet for analysis and consider taking geometric mean of scores opted. All the best .
