Considering that the AHP is made up of opinions, collected from parity comparisons, whose scale ranges from -9 to +9, with "1" being the neutral answer, a tip for preparing the form with this configuration, is that you use two questions in each question, since GoogleForms does not offer you 17 levels of scale. In this way, I suggest that you first ask the qualitative question offering the respondent which option they prefer: "A"; "B"; or both". If he answers "A" or "B" you ask the second question (quantitative): "to what degree of preference?", Offering as an answer option the levels of the Saaty scale: "2" to "9". I would suggest to ask every questions, first with which one they prefer from both options, if they consider equally they will choose "1" and then ask degree of preference with scoring in linear level of preference from "2 to 9". In this way you can easily collect responses in google form and then you have to arrange in reproduced excel sheet for analysis and consider taking geometric mean of scores opted. All the best .
