The medium is still very much based off of bias and opinion, but there is still a very clear distinction between the good and unreadable content. Even the largest journalistic publications have some sort of slant to them. I believe the way I would evaluate blogging in this sense is how many people view this medium as a trusted source to get their information and literary enrichment?
There are many different kinds of blogs. Some are still the original online personal diaries. Some are written by companies about themselves. Some are journalistic. which should not have an editorial slant. Some are from commentators and DO have a slant.
So I think that you need to differentiate the types before asking people whether each is a trusted source of information.
Blogs is definitely a useful literature. I feel that several factors such as type of blog, author's credibility and reader's background knowledge matters in its effectiveness. And it will take more time to get to the state of respectful literature.

Olivier, I agree with the timeframe that you set as the prime of blogging. It does seem that Twitter breaks more stories and provides more viral content than long-form mediums ever did. One month my Twitter amassed over 100k impressions/views. I can only imagine the numbers celebrities and verified authors and journalists pull in.
