Has anyone normalized miRNAs value (Cts) in exosomes without endogen control?

I want to evaluate some miRNAs in exosomes by Real-Time PCR., and I don't know what would be the best control to normalize. I added the Cel-miR 39 as an exogenous control in all my samples, but it's not enough to measure the real amount of miRNAs in my samples!
