Dear @Vladimir, thre major reasons for PROFIT, PROFIT AND PROFIT. Not to speak about the quality of published papers. Yesterday I have got the invitation to become a member of an editorial board for two journals, links attached. Look at the prices!
It happens very often to get such invitations, Of course, sometimes there are exceptions, it is about a good journals!
Regarding vanity triggered desires of individual researchers commercial publishers will make a good profit. They assessed and forecasted systematically the market situation and do what profitable is. This is independent of scientists’ perception about the role and mission of science.
Let them follow their lifetime circle, since after all, in the end of the day, everyone will come here in RG or in Academia or ... to get access for the paper he/she seeks...
It is a lucrative business for some publishers which charge APC and accept low quality articles. They send thousands of spam emails to researchers everyday! I do not mention names but I have received repetitive emails and some even offer to publish a book chapter based on a previously published paper.
Many such companies even claims to accept any paper with 24 hrs - 48 hrs. Is not there any law to put a ban on such publishers, even they do not get the paper read by any of their member, editorial board and just take money, format and publish --- these many also show false indexing...and claims high merits --- also are displaying some IF between 1 to 2 (not indicating what kind of IF?). Everyday I am getting a dozen mails of such fraud companies/publishers.
One must verify indexing and peer-reviewing activities of any journal - if it is a paid one and Open access.
Dear @Kuldeep. Welcome to reality! When we have fake universities giving PhD degrees in 24 hours then you should not be surprised to see such companies and journals. It is a supply-demand phenomena! We all get such nonsense emails. All you have to do delete them without reading the content and send them to Trash folder! A real scientist should not be tempted.
Dear Mahmoud, I do delete such mails and spam them all. I just care for peer-reviewed journals and well indexed and submit in good journals.
I cannot understand that what and how a person will be benefited by getting a fake PG/PhD degree - who will employ them and can they do any teaching or research. But I know that these wrong hings happens like the big corruptions in other sectors.
We must preserve ethics in scientific community! Yes! There are many efforts, I like this one The Committee on Publication Ethics (COPE) ! "COPE was established to provide a range of services and products aimed primarily, but not exclusively, at editors and publishers of academic journals and designed to provide advice and guidance on best practice for dealing with ethical issues in journal publishing."

Recently few months ago, in Australian Network a story on the "DePuy Orthopaedics Inc."... content quoted from 8th July 2011, Wallstreet Journal....."About 1,000 lawsuits have been filed in federal and state courts accusing the drug and medical-device maker of knowing about problems with some of its metal-on-metal hip joints before its DePuy Orthopaedics Inc. unit stopped making them in 2009. J&J, which later recalled the joints world-wide, denies the allegations and is fighting back"...
This research on joint was published by DePuy Orthopaedics Inc. and claimed successful implant on more than 1000 patents worldwide... These joints had created serious health issues to the patients....
Many commercial companies charges very high 2000 USD like Hindwaii and others, but have good IF --- acceptance i think is comparatively easy in such journals compared to equivalent IF regular journals charging nothing. Who can pay well can publish well too this indicates this.
