Dear @Vladimir, you are right that not all banks provide online services and there are no standards for e-banking; however, there are many banks that provide on-line services.

Online services are common in countries with free or low-cost internet access (or earlier: local phone talks). Moreover lots of eldelry, diabled, and poor people, sometimes without bank accounts, make important gap in it.

I think e-banking international standards do not exist because there are no normal banking (non-electronic) standards also.
I agree with you, Alexander. Moreover, today the banking technologies provoke fraud.
Trade in credits (emission of money which is not supported by real goods) should not be appropriate for the modern e-banking system.
The modern banking system must include personal electronic banks of economic agents (personal e-banks – PEBs), banks-providers and central bank, which manages all the other banks.
A central bank is a state institution which possesses a network of servers located on the territory of a country under whose jurisdiction the economic system exists.
Bank-provider is a commercial institution established by legal entity (or by associations of legal and/or physical entities) which deals with production, trade or stockpiling. The bank-provider produces and sells unified e-services.
The bank-provider owns a consolidated network of servers, designed to process the inquiries of PEBs’ owners and to interact with the servers of a central bank.
PEB is a portable s-machine (like tablet PC) with smartphone' functions. PEB stores the original account of an economic agent (ea-account) and documents on deals.
The mobile banking software (certified by central bank) is the core of PEB applications. The secure coded database of an ea-account is stored in the memory of the device, and its copy is stored on the memory card.
