They have different crystal systems. The peak orientations are not intrinsic for a material, as Dr. Alvena Shahid said. You may have two crystal systems in your material (e.g., hexagonal and rhombohedral).
You should perform matching using software such as X'pert Panalytical High Score, MAUD, or MATCH. And after matching, you could use Rietveld refinement to ensure your phase identification for your material.
