Normally employees in Govt. sectors are stable and work less. However, in private organization employees do more and hard work. Satisfaction and stability depends on their peers. One indicator could be the college/institution the employee is coming. Because of the network they have , students from good colleges want to reach a place they like.
There may be several indicators for measuring the stability of job seekers it depends on the objectives. Some of them may be: The job satisfaction, their qualifications matching with the job, Organizational environment, organisational management strategies, fulfilling their aspirations, avenues for their employment, work alotment- whether it si matching with their qualification and expertise etc.

@Mr R C Mittal and Mr Barsati Lal--Sir while i agree with the some of the indicators you have mentioned for finding stability indicator, don't you think that certain factors like macro and micro economic factors; like introduction of new form of economy for eg the one India witnessed after 1991 which lead to growth of IT sector and we saw even doctors and lawyers going for IT industry careers, BPO jobs. So should not these be taken into consideration..

It clearly points out that you can game psychometrics. So can we just rely on testing or a more comprehensive\holistic model need to be developed to tackle this problem.
