Your question "Can galactic rotation curves be explained in higher curvature theories?" means at least: Can we find a mathematical description of the galaxy rotation curves? We can find probably to each problem like this a theory and a suitable mathematical description regardles to the real underlying facts. Contemporary physics is rife with such apparent solutions. But the reality is not the result of theories and mathematical derivations.
We have to recognise the reality and based on this to search for the mathematical descriptions.
In case of the galaxy rotation curve we have to take into account at least a decelerating effect caused by unequal radiation.

Spacetime “continuous field” as a basis of the objective reality and a theory of gravitation based on its so-called “curvature”; is an esoteric, fantastic, mathematical idealism based fiction that has no material, physical, mechanical etc. attributes. These are coercively assigned to the so-called “Spacetime” manifold.
So, the incorporation of even “higher curvature” to a non-existing and fictitious “spacetime” would also give no meaningful explanation of the galaxy (of tangible matter) rotation curve. There is a fundamental flaw in both the Newtonian and Einsteinian theories of gravity:

Thanks for your apropos answers. What do you think about higher dimensional theories? Can higher dimensions explain the huge amount of dark matter( dark synergy)?
@Abdul: The objective reality has not a basis and at least of all theories like 'spacetime'. We shuold not confuse the reality with our theories about the reality. To claim: 'Spacetime “continuous field” as a basis of the objective reality ...' is a contradiction in terms.
@Razieh: Dark matter is a invention of the theories resp. a theoretical necessity. It was never observed.
If we made the theories to the base of considerations and assumed recognition then we reach a religious status and not the level of an exact science.

Newton was only a magician, because of that there is nothing moves according to Newton and Galilean in cosmos or according to SRT and GR as classical theories by the fake geometry. The relativistic invariant as a result of retardation and Entanglement will lead to relativistic quantum field and uncertainty (vacuum fluctuations). In this case vacuum fluctuations are gravitation dipoles, and that's how according to my free fall according to the relativistic invariant and my transformation, the vacuum fluctuations are the cause of the anisotropy of mass distribution. In my theory, dark matter is the local effect of the vacuum polarization, and dark energy is the global effect of the vacuum polarization. So everthing now is solved very simple. No need to dark matter and dark energy and no need to inflation field and there are no infinities.
