Conference presentations are usually brief and often report preliminary results of research. Journal papers go into much more detail and often based on a much more through analysis of more extensive data.

However for specific information on how your school values journals versus conferences for purposes of promotion and tenure, ask the officials at your school. Every school may be different.
Your question is not clear. Do you mean: "Is it ethical for a famous and highly regarded researcher to publish the same research at a conference and later in the publishing group's journal?" ???
