Quetta is the provincial capital of Balochistan, Pakistan. The Quetta Master Plan is being developed for 2020-2050. For this Master Plan, the local population of Quetta accounts for 2.3 million people. In addition, the city hosts around 1.0 million Afghan refugees, both registered and non-registered. These Afghan refugees have been living in Quetta for almost 45 years, since 1979. They live mixed with the local population.

To prepare a realistic and correct master plan, shall we consider/count the Afghan refugees? They consume city resources: municipal services, public services, etc. Demographically, what are the international good practices in dealing with refugees?
