Whether on the upper layers of the Ozone to the waters of the planet - what is the result of unaccounted for exposure to fluoride? From the cell membranes outward?
However, I must say that it is difficult to answer your question without knowing the context of the Clinton Administration during which this release of fluoride emissions occurred. However, fluoride is known to be toxic to the environment if released in excess amounts. Fluoride emissions have been linked to a variety of environmental problems, including acid rain, air pollution, damage to aquatic organisms, and contamination of drinking water. In addition, fluorides can cause the depletion of the ozone layer and can be harmful to human health if inhaled or ingested. Long-term exposure to fluoride can lead to skeletal fluorosis, a condition in which bones become brittle, and can cause an increase in the risk of certain types of cancer.
This will play no role in ozone depletion - the stability of HF (the parent reservoir) is such that I fail to see how *flouride* can make its way to the atmosphere.
Perhaps you meant fluorine?
I refer you to Ricaud et al., Fluorine and the Environment: Atmospheric Chemistry, Emissions, & Lithosphere, 1, pp.1-32, 2006.
Fluorine is essentially so reactive that it plays no role in ozone degradation.
