The features which I'm looking for are powerful library of elements and materials like Opensees, having various solvers, handling static/dynamic loading/analysis and capability of running in command-line platform (console) to make it easy to link.
Until now, I think there are not any software in structure analysis used TCL language except OpenSees. Therefore you should try to find another software ( structure analysis) linked with Matlab as Opensees.
To repeat. Take a look at Code Aster (CA). As it executes its commands inside Python, there is no need to link. CA has also an advanced material library with constitutive laws etc.
