Many so called ‘educated’ people feel strong urge to take money as some bribe, cut money of dowry in marriage – are they psychologically similar to the urge of burglary or dowry?
Bribery of all sorts is not good and must be shunned. However, a token dowry as part of marriage traditions is a step in the right direction. In my culture and most cultures, it is signifies a symbolic link between the two families contracting the marital union between their son and daughter respectfully.
Dowry is transition and not the same as bribery or money cut. When you don't dowry on bride in Nigeria, you are regarded as a thief. However, taking bride or money cut is as good as selling ones integrity.

Financial inter-mediation will always have unwanted side-effects; controlling the side-effects by ethical and technical measures is a necessity, due to the human nature and social cronyism.
Begging may be excusable depending on circumstances but can not be encouraged. Burglary and corruption are evil. Taking money as dowry is, in my culture, correct although it is not expected to ask for large sums of money. It is just token money
Dowry may have been relevant in the bygone era when the girl and boy were married off in childhood. but today there is a large emphasis on women education so neither dowry should be demanded not given!
Even the girls should not expect their parents to give expensive gifts to them in dowry. More efforts should be undertaken by the parents to give better education to their daughters so that they are economically and financially independent.
If some severely physically disabled person does not have societal, governmental or familal support, then what will that disabled person do except begging to support life.
Dowry could be tradition, could be tolerable, if it is not making someone pathetic and miserable during the process of giving and receiving dowry.
Bribery is social evil and leads to many unjust behaviors in society.
Burglary is criminal offense that leads to prolong involvement in legal situation.
You are right.Socially vulnerable groups must be protected and integrated into the mainstream of society. Unfortunately, it's just in words in the developing countries. To R.Tagore, "Men are cruel, Man is kind". Everybody tries to support them, but charitable actions can't solve this social problem.Every human being must live, not survive.
They are all ethical or moral issues. The drive to receive bribe, burglary, or even beg might as a result of certain unmet needs. The morality behind them depends on how a particular society perceive each of them. Bribe in some society are acceptable as they are seen as a form of appreciation. Begging is generally acceptable in many societies and those who give are seen as godly people.
Payment or receiving of Dowry in many society is ethical. In most part of Africa, payment of dowry before marriage is compulsory and moral acceptable. in such countries, marriage without payment of dowry is seriously frown at. In my society, a man who married a woman without paying her dowry is seen as a thief and immoral. In some churches you can not be ordained as a Deacon or Elder or occupied other vital position if you don't pay the dowry of the wife you marry.
