Why is it necessary to take exams in Higher Education?
The exam is very important because it determines the skills of students

Okay, Great, How do you evaluate " what has been taught" by exam? is it possible to find out the required KSA's of students through exams?

You didn't mention the nature of the exams. It could be practical in nature.
To assess a range of things including;
Application and synthesis of knowledge
Recall of facts
Ability to do something (a skill for example)
Assess the ability of someone to do something under pressure (or within a time frame)
To meet a minimum standard for an external body (teaching, nursing etc..)
