The original integral form of the four equations of the electromagnetism was transformed in differential form by Maxwell using the Hamilton's Quaternions. The form we are using is the Heavyside's a further simplification.

The integral form is more complete. The differential one makes it easy to get the EM waves.  Only math guarantees the equivalence of the differential and integral form, but in the middle there is Physics..

The differential form is preferred because it is closer to the principle of locality and energy exchanges.

The integral form resembles more the concept of "action at a distance"...
