Can an editor's excuse of remaining busy keep an article awaiting for a year for his preliminary reading to be match for his journal? After a year of holding back, the editor said - I don't see the paper a match to the Journal! Need some serious discussions on whether or not this claim of the editor is credible. What is the point of his being still the editor since he is busy and can't read an article for a year. How may the author be compensated for the wastage of a year on the article? Note that, after submission of the article, the editorial office has been asked by the author every two months if the article entered the review process at all. They said the article was with the editor!
