This system actually was created for professional specialists, engineers and scientists since rewards are viewed differently by managerial career managers and R&D professionals are dedicated to their technical occupations. However the system got drawn into serious debates and ambiguity. A debatable issue was whether engineers and scientists in R&D & technology-driven organizations were more interested in peer recognition or towards organizational advancement?. Another problem originated from titles. A senior researcher vs vice president obviously the later is considered more successful by just reading the title. Finally was the matter of nature of incentives for each ladder.
