Down-regulation of mTOR, but upregulation of p-mTOR as shown by western blotting. why is that the case?

We investigated the effect of our compound on mTOR signaling pathway. Western blotting showed that mTOR expression was inhibited but its phosphorylated form was upregulated. However, our qpcr also showed a decrease in the mRNA levels of mTOR. Therefore, it seems that mTOR is indeed downregulated.

So, how can the total protein be downregulated while the phospho form is upregulated?
