With the established concept that each "Course Learning Outcome" should map one or more "Program Learning Outcome", does the Instructor holds an Autonomy to change the "Course Learning Outcomes" and simultaneously map it to a different "Program Learning Outcome"?
The course coordinator/convenor has the liberty to make minor changes in the course learning outcomes. However, if he/she wants to make some major chhanges, he/she needs approval from the curriculum committee.
In general the faculty owns the authority to approve a modification to the course's learning outcomes. So an instructor would need to briefly motivate it: Info out-of-date / not required in the profession any more / superceded by new research ...
The mapping to the program's learning outcomes / objects would be delegated to the experienced instructor to figure out.
