I am confused about the function of PRISMA. is it a guide for SR author to follow, or a method to evaluate the studies which will be included in his SR? Also, I find PRISMA very general method and does not give detailed instructions. Any alternative ?

PRISMA takes place in "reporting quality", it has nothing to do with the methodological quality of included articles in the review. Besides, we can use tools from Cochrane, QUADAS-2, Newcastle-Ottawa scale, STROBE statement, etc to handle it.

PRISMA: used by review author while writing his review
critical appraisal: done by practitioners/ policy makers to assess the review already published
bias assesment: done by review author to assess primary studies
PRISMA reports tge quality of the SR. Alternatively, try searching for AMSTAR and OQAQ SCORE... They give the quality as well.
And for included studies quality.... U can refer the major and minor criteria assessment for Rcts as done in Cochrane Handbook of SRs by Higgins and Greene.
PRISMA is a checklist of what to report in a systematic Review. It does not tell you how to search or to judge articles or doing meta-analysis. This latter piece of information may be found at the Cochrane site
