Does Martensite form in all alloyed metals that are BCC at ambient and FCC at higher temperature, and can accept same alloying element in various interstices at both FCC and BCC structures? I know quite well that rapid cooling is a very important prerequisite, and also know the transformation is diffusionless.
Martensite forms when alloys showing allotropic behavior goes drastic cooling causing diffusion-less phase change. Any alloy fulfilling these criteria and conditions can go through martensitic phase change. But in term of usefulness the most common is in Fe-C and Fe alloys as we all know and in Ti alloys which you can find more about in the following link.

If an interstice will be able to hold an alloying element depends on interstice void size to element's radius ratio.
In principle, the answer is yes, if the content of an alloying element is sufficient and cooling rate is high enough.
Yes indeed provided that an allotropic transformation between FCC and BCC is possible a martensitic like structure may appear if cooling rates reach a critical value. Nevertheless to be accurate if the alloy concerned is not an iron base, no one should call it Martensite as such name concern only a structure made mainly constituted with iron.
