New journals must wait until they have a record of citations before even being considered for inclusion. Dear Doctor. RIZGAR, but the question refers to the influence of the journals involved in the evaluation. The new journals have to wait. That is correct. If they are good, they can be evaluate!

Without IFs how would you distingwish between a good Journal and a bad one? Eventhough It is a biased measurement. For example those journals which publish more review articles will get highest IFs.
Yes, sure, specifically for those journals that have the IF for a long period of time (at least 5 years), not only for a short time!.
