To be promoted as Assistant and Professor and Professor in Kurdistan Region of Iraq, you should have at least one single author published article.
kindly let me know your opinion on a single author paper. What does it reflect? Does single author paper good for the field and the researcher? Does it show the competency of the author?

This is to assure that the author has done the work himself/herself unless someone has done the work on his/her behalf and as a fovour given that to publish solely in their names.
Get your paper reviewed by an expert in your field before submitting it for publication.
In my experience, this criteria is generally more required in countries where many academics are "benefited" from "honorary authorship", so it is quite understandable that they would require it to assure that the authors actually have the ability to conduct and publish papers themselves. I personally think that the ability of having collaborations with other researchers in the field is often more fruitful, harder to maintain, and sometimes vital in order to avoid conflicts of interests.
