Does anyone know who is the manufacturer of these phantoms?

Not my area of expertise but I would suggest it's a phantom used to calibrate PET scanners - try a Nuclear Medicine department for more info on manufacturers & perhaps email them a photo so they can identify manufacturer for you.
Its a radiation dosimetry phantom. The best I can gets is a Victoreen phantom.
