No, this is double layer agar technique and bacteriophage plaque or lawn formation on TCBS agar plates.
This plaques look turbid. Have you extended the incubation for more that 24 h?? what double agar layer tech. are you using?
I never used TCBS agar plates. But seems that the plate had been in an incubator for too long. You can pick clones at the clear centers of plaques.
What are you trying to do? There're several different plaque morphologies here. Is it expected from the experiment design? Please describe the situation in some detail.
This TCBS plate showing; Vibrio parahaemolyticus phage plaques,(double layer agar) TCBS is specific medium to isolate Vibrio spp.
