Well, first of all I think you have to consider that different strains have different antigenicity, also it will depend on which type of vaccine you are going to formulate. which adjuvant does the vaccine carry on? is it and emergence vaccine or not?
Also consider you will need more antigen payload for serotype O than for the others.
Generally countries that vaccinate sheep and goats use half the bovine dose and they apply the vaccine subcutaneously.
Patil et al., 2002 uses and antigen payload for goats of 3.5 ug/dose of a quadrivalent vaccine.
Doel in its review "FMD vaccines" says that between different laboratories the total antigen payload can vary from 1 to 10 ug / dose.
