Thank you Antonella! I was looking for other organizations (universities or companies) that had compared the smartness in the form of ranking.. In the link that you gave me I didn't find it, it seems that is addressed on a more general discussion..
There was the following contest http://online.wsj.com/ad/cityoftheyear in which New York, Tel Aviv and Medellin were finalists. Medellin finally won this world contest as "the most innovative city en 2012".
