I am interested in what programs and policies have proved effective in controlling Foot and Mouth Disease (FMD) in South American countries, and also in the analysis of resulting benefits, as for example export expansion.
Maria Bowman (now at USDA-ERS) has done some work on the effect of county-level FMD-free certification on cattle exports and deforestation. Perhaps in her research she'll have encountered control mechanisms. Brazilian states track the administration of FMD inoculations (I've seen Acre's database relating farm, herd, vet, and inoculation) and I've heard that at the Rondonia/Acre line there is a checkpoint where cattle are logged by origin and destination to support FMD monitoring/control.
Have you tried doing a search on JSTOR? At UF you will find this search engine under "DATABASES" on the Library's front page. To get both the scientific literature & social sciences use the 'general' JSTOR option. I did a search on United Fruit Co. recently and got many articles on all the diseases afflicting bananas back to 1900. cdd
