a cheap way to measure radon is to use scintillation flasks and a photomultiplier. A company providing this kind of equipment is Algade (which produces the photomultiplier CALEN).
Otherwise, I know that some people use BARASOL (http://www.algade.com/index.php/english/Mesure-en-continu-du-radon/mesure-continue-radon-sol.html) to measure radon in the ground. Check whether it can measure radon in water, I don't know.
Radon Monitoring with AlphaGUARD is fine for atmosphere, gas and in water (with some modifications) and find detailed inf at http://www.genitron.de/products/products.html. However, radon bubbler will help lot.
