I think that you should specified more precisely your question? The optical properties of the filter depends on the optical properties of the constituent materials and their thicknesses. Have in mind that refractive index and extinction coefficient are the material constants and they determine the absorption, reflectnace etc. of the material. It is not correct to say that "some materials have reflectance" because reflectance is not a material property. Hope this help.

For the material properties you may have a look to the Handbook of Optical materials from CRC press. 

What matters is the thickness of the layers. The layers form a stack, and the thickness of the layers in the stack govern what wavelengths of light the stack will interact with. When the layers have thickness near a certain wavelength they will transmit or reflect it. The traditional material is magnesium fluoride, although other materials are used now.

A demonstration version of software (TFCalc) for designing filters can be obtained from Software Spectra, Inc.
