I had some issues also, it is not an easy species to germinate. I solved a little bit the problem selecting the seeds by size and washing a little bit the excess of salt. But I did only a little experience. See if these papers can help:

Also peeling the seeds will help the germination process, but that is a lot of work, and I do not know if it can be done by machine.

Thanks for helpful advice. Have you worked with Cichorium spinosum which also seems to have problem with germination (20-30%)?
