While I don't know of any papers on this topic, I would certainly look at the papers of Professor Rick Shine, Sydney University. He is an outstanding researcher in herpetology (among Australia's best) and he is likely to have touched on the topic.
I had done a short study about effect of cyclone phailin on pediatric age groups in my hospital. The cyclone did hit my area with maximum devastation. In my study the increase in snakebite was insignificant with comparison to the control. So my impression is the environmental hazards don't alter the incidence of snake envenomation.
