The interaction of rhythms in different EEG bands is commonly called “cross-frequency coupling” (CFC) and has been reported in continuous electrophysiological signals obtained at different levels. Several methods exist for assessing phase-amplitude coupling and no single method has been chosen as the gold standard for detecting the phenomenon.

Cross-frequency coupling is one of the strengths of NeuroGuide software and so is phase lock and phase shift. These items are in the Connectivity Suite and in the Bi-Spectral add ons. Robert W. Thatcher, Ph.D. and colleagues have published many papers on this topic and there is a review the scientific literature on these topics in his "Handbook of QEEG and EEG Biofeedback" see: http://www.appliedneuroscience.com/
Higher order spectral analysis is capable of detecting and quantifying phase coupling and has been used in a number of publications. Most of these authors would have processed ensembles of EEG (single or multichannel) as ergodic random processes. They would have used custom software or may be add-ons to EEGLAB. I have not come across time-varying processing and have not looked into what software they may be using.
I have my own custom software for multichannel time-varying EEG processing with spectral and bispectral analysis functionality. It is Matlab GUI-based and has not been made publicly available. I might make an executable version available after I have written up a user manual or a small book with the background theory on the topic.
The ELAN software package (Brain Dynamics and Cognition Laboratory, Lyon, France) has a wide range of signal analysis tools including phase-locking. Cross-frequency analysis should be implemented in future developments.

I use Fieldtrip to do these exact things. The tutorials are pretty good and the forum is very active and helpful.
EEGLab. Completely modifiable, as opposed to some other software where you can't get "under the hood" and optimize/customize for your own data set. It spits out ITC quite simply, but you can do other things too. You can check out a plug-in called PACT, http://sccn.ucsd.edu/wiki/EEGLAB_Plugins. Depending on the nature/format of your data set you might need another conversion plug-in (same URL). However, it is not difficult to use plug-ins and increasingly they are object-oriented. There is also a new toolkit/plugin, SIFT, which does all kinds of analyses & visualization for multivariate causality and information flow analyses (same URL or http://sccn.ucsd.edu/wiki/SIFT).

The NBT toolbox is integrated with EEGLAB, which makes it easier to convert your data etc.

From what I know most of the codes proposed in the answer don't deal with cross- frequency syncronization to infer underlying cross-frequency coupling, only synchronization at the same frequencies (be it with time evolution, simultaneously at different frequencies (wavelet, etc) or not). Is ther SPECIFICALLY a Matlab routine existing to deal with cross-frequency?

Cross-spectrum, coherence spectrum, cross-correlation. Yes, you are right: up to now, there isn't any gold standard for detecting the phenomenon of frequency coupling. But the methods I mentioned above work also in telecommunication engineering.

I suggest looking at Martínez-Cancino et al.'s 2019 paper "Measuring transient phase-amplitude coupling using local mutual information" in NeuroImage 185 (2019) 361–378 (attached).
I know that most of these programs have been developed specifically to deal with EEG data and neural time series data, but is there a generalized MATLAB program to introduce these connectivity and cross-frequency concepts to researchers in other disciplines? If so, can someone point me in the right direction please?
