Different societies and countries view it differently. In some places, it's treated as illegal activity. Beggers are destitute and are well-networked in today's day and age. If their network's objective is maximum exploitation to get alms, then it's a business. If their networks objective is welfare of their people, then it's a social alleviation - SDG 1 & 2 - No Poverty & Zero Hunger

Begging bowls used to have dents. Today, they use plastic or stainless steel bowls with no dents.
