In their recent Case Report, Nilsson from the Swedish Radiation Protection Foundation and Hardell from the Environment and Cancer Research Foundation, Sweden state that: "Within few weeks, a new 5G base station caused typical symptoms of the microwave syndrome or radiofrequency sickness in two men working and living in the office below the base station. The deployment of 5G also caused very high maximum (peak) microwave/RFR radiation non-thermal exposure, however far below the ICNIRP guidelines. All of this is below the exposure you often get from your own mobile phone. There is a good chance that these are the symptoms of knowing that there is a 5G transmitter above your office, and being worried about it.
The International Commission on the Biological Effects of Electromagnetic Fields is a "fringe" organisation that unites researchers who do not accept the currently held view on electromagnetic safety on which most of the world bases its safety standards. There is a very small chance that some of what they are worried about is correct, and if the world decide to base safety limits on the limits they suggest, we shall have to stop using mobile phones, which is where most peoples highest exposure comes from, irrespective of the which G you use.
Similar symptoms occurred in people who said they were sensitive to mobile phone signals on a television program, when a phone antenna was set up outside the hotel they were in, without there being any power to the antenna.
The 'pulsed ' power desity they mention order of ~1..2 Watt / m^2 still lower than one would have localy on the head from mobile phone. I am affarid that peoples self persuaion might be enough to trigger serious symptomps. Perhaps one needs double-blind experiments with the exposure being turned on/off at random while self-reports are collected.
Myself being under some marine radar in small room some kW/m^2 pulsed e.g. X-band exposure do not recall anything noticable ( it was just funny to observer CRT oscilloscope beam being directly affected by microwave wave - it was not rectification as it was not goint one way). Still, there were reports of lymphatic system damage (non-thermal) from MW-pulsed radars, and that being similar to electroporation like damage from direct lighting strike.
The light and 5G Hz is wave, but the penetration of 5 GHz is deeper, and the hot spot of laser is highly temperature.

Regarding 5G, I think it would be a fatal error if we only consider the overall exposure level Wersényi in his recent paper entitled "Health issues using 5G frequencies from an engineering perspective: Current review" published in Open Engineering states: "In 2020, according to an IEEE statement, mmWaves do not penetrate the inner tissues of organisms, overall RF exposure levels due to 5G is not altered, and it is mostly influenced by the uplink radiation of the UE and stay below the current safety limits [53,89]". https://lnkd.in/e4EFabt2 Although mmWave 5G doesn't penetrate the inner tissues of organisms, the local energy deposition would be high enough to generate a high concentration of free radicals. It should be noted that when a lighted cigarette is in contact with an individual's skin, it may result in first or second degree burns, while the total energy deposited in body is much less than relaxing in a hot tub.

You are quite right, if the RF power allowed by the regulations to illuminate the whole body was concentrated in an area of skin the size of a cigarette end it would cause a serious burn. However, 5G radiation is not concentrated like this in any public area, for this very reason.
