It might not be so in a way you are thinking. It is not always possible for the editors to know the names of the suitable reviewers. The authors usually give the names of the reviewers, not for getting their MSS approved by any means. In majority of the cases they are good reviewers working in their field and can improve the MS. Further, a known reviewer won't take too much time to review the MS.

In a very good plant taxonomy journal the authors have the liberty to even suggest potential reviewers with conflicting interest and the editors follow that. They do not send the MS to them for review.
The editors can send MS for review to other reviewers not suggested by the authors but usually they send to the suggested reviewers only.
