Not actually. The real research abilities can be assessed by peer-reviewed publications, awards, and letters from colleagues in the same category of the field. I saw many assistant professors who cannot produce productive publications and are struggling in surviving at their university.

In my experience as director of a graduate program in philosophy, I encountered students with master's degrees from certain universities in certain countries whose knowledge and ability did not even measure up to that of some of our own less-than-stellar undergraduates. So I shudder to think of such students being in charge of teaching or mentoring the next generation. In some situations a PhD that has been examined and passed by individuals, who themselves have sound reputations, should definitely be mandatory.
In Iraq, If you have 2 original paper published and have at least 2 years of teaching experience, you get a teacher title after Master. Or, you can get teacher titel after Ph.D. directky.

i think obtaining a PhD isn't enough to promote a scholar to assistant professor, about 2 or 3 publication in SCI journals or other equivalent journals with high impact factor, also teaching or field experience is also an important factor to take note.

I think this should be minimum requirement for any faculty post. Along with this there should be regular evaluation of the scientist s or teaching faculties and accordingly promotion or demotions should be enforced. High quality professionals are highly essential for any country for its development and higher degrees from high profiles institutes ensures better quality to some extent . We are talking of a very high level of education. In my country (Tanzania) you have to have a PhD to be a Senior Lecturer, which is a lower rank before becoming an Associate Professor. After completing your PhD and publish “good articles“ you can be promoted to Senior Lecturer!! Therefore, by default, you cannot be an Associate Professor without a PhD.

As it can be known, a job as an Assistant Professor (an entry-level faculty member) in most if not all Universities is often the first appointment held by someone who has recently or previously completed a Ph.D. degree. Then for that sake, a Ph.D. can be considered and should be as a minimum baseline for a Senior Lecturer (e.g. in Tanzania) and all the way to an Associate Professor (a one step up from an assistant professor) elsewhere. If you mean that Assistance Professor is a Lecturer, Pr-courses at the beginning and theses with new topic as a research work under super visor that is interested in special topics or near leading to PhD. and at least two publish papers in respectable magazine.
Samwel Limbu, It was once possible to become a Prof. without a PhD, just publications. Then things changed, I think in the early 1990s. You should also mention that you cannot became a University lecturer in Tanzania unless you have a GPA equal to or above 3.8 at undergraduate degree!
PhD should be compulsory but of high quality that should be measured with at least to publications in standard journal s i.e. Elsevier, Springer, SCI, Scopus, web of science....
From my faculty membership experience, PhD degree (assistant professor/Lecturer) is the most important part in the initial scientific research career along with ISI journal published paper (peer-reviewed journal) for getting more promoted to associate professor and full professor as well.
I believe that considering a PhD thesis only to open the gate for a University career is not sufficient to fulfill the job. However, the candidate who is ambitious to pursue a faculty membership has to publish at least two articles in a well -respected journal in his area.
I was surprised to know that in India, Bangladesh, Ethiopia and many other countries in Asia that someone can become an Assistant Professor without a PhD!!. With a PhD, someone in position to advance the state of knowledge in a particular domain by gathering substantial data, evaluating theory and generating original arguments regarding a significant research area. My view is that a PhD is necessary backed by quality publications in A1 journals.
